Hissing sounds in toilet tank?

I hear a hissing sound in the tank of my toilet, no running water just hissing. But when i turn off the water, the sound stops. Funny thing is that the tank stays full when the water is turned off and i don't see the water meter running (maybe it is and i just can't tell). Not sure if it is wasting water or not this way or if there is a problem.
