Can a plant sustain life while submerged in high traces of CO2, such as 95%?

Lets say that you have a plant in an environment where its air consists of 95% Carbon Dioxide, 3% Nitrogen and 2% Argon gas. Would this plant survive, given favorable conditions of adequate sunlight and being submerged in CO2 which is a primary necessary.
